Access via the Internet are discussed in Chapter 8. There are some different parameters you need to have control of about router and IP address, but it is described in the manual.
The address you mention is your internal IP address of the router assigned to your camera. You must find your address, this can be found on websites like: http://www.whatismyip.com/. Or you should use the camera's remote access address that you find on a label under the camera or on the side of the box.
For access via the Internet you should prepare your router by doing what is called a "Port forwarding" and you need to control your IP address. See also page 12 of the manual:

If you do not set port forwarding in your router, then it is automatically set up if your router supports UPnP. You can see "Device Status" on UPnP is listed as "failed" or "succeed".
In some routers, UPnP enabled to be used.
See the router's manual or contact your ISP if they have supplied your router.
