Can GSM be camera accessed via computer and / or internet?

No. GSM camera is entirely controlled by SMS commands from mobile phone, but can return images either via MMS or via email.

OPEN  GSM camera alarm does not send pictures via MMS, but I recieve just the message: "Sorry, the network is busy. Fail to send one MMS. ERR_IND 4_0"
